You can right click on that file been downloaded and click on Open with and choose the appropriate handle to handle that file.
For an example, if you had downloaded a video you must right click on it and click Open with.. then select VLC Media player or Windows media player. You can choose Always open with option/ check box to open those type of files in future.

It will be enough for you to click on the file with a right button and choose Open With, select the required software (if it is not in a list m try to use the search option) and after this, you can choose the option to open such files with this software in future. If you have some problems with NotePad, try to sue ++ Version. You can download it here https://freewindowsdownload/soft/notepad. The same Notepad but has some interesting features especially if you like coding.
